Cerebella is at a bit of a disadvantage. Not only is she at small city whereas True Synchronized Ryuko is city level. But Ryuko also is a better/more experienced fighter, has more raw physical strength, has Regenerationn and her flight is unlimited unlike Cerebella's. I give it to Ryuko.

Ryuko not only outclasses her opponents in AP, durability and speed but also has regen. I don't think a brawler can do much to counter Ryuko's bizzare regen here. Ryuko wins

With what Ryu and Byakushiki said, i agree. That and Ryuko has a lot more abilities compared to what Cerebella has.

If anything, Ryuko takes this via superior stats (mainly more on speed but still) and regen + flight.
