Can a character that has Causality Manipulation that works on a acausal type 4 bypass someone a characters resistance to causality manipulation if its not on a acausal type 4 level?

Probably not. Acausal Type 4 is not a resistance to causality manipulation in a traditional sense, so causality manipulation who can affect a type 4 Acausal would just be considered more versatile, effecting more people, but not necessarily layered or better, thus likely would not be assumed to work on another who isn't acausal but resists causality manipulation

Currently what people treating it, yes it can, no matter how much layer the normal resistance are, fate, causal, probability, precog that work on aca 4 gonna bypass normal resistance
