This is Inner Power Cassie Cage vs Burst Katsuragi. Speed is equalized and fight takes place in the Jinsei Chamber

I would write a story scenario, but I think it speaks for itself with Katsuragi...

Cassie scales to vastly above 6.598 tons while Katsuragi scales to 7.616 tons and higher with Frantic Mode

Okay, so by the looks of things... Cassie's only got "leads her own team" in the intelligence department, which I don't think really gives her many points in the combat experience department. I think someone knowledgeable in the Mortal Kombat verse would explain Cassie better because the profile's kinda empty in that department.

Katsuragi would have around three years as a ninja, as she is a third-year and as of Peach Beach Splash, both her and Ikaruga are on their way to graduation. Although I think in Burst, Asuka is fresh into her second year, so uhh... At that point, the girls haven't gotten into any noteworthy scrapes with the likes of Daidoji, Rin, Sayuri, or Ryoki yet, so I can't exactly give Katsuragi points in that regard there.

Having seen the anime for the series, particularly the first season (there are two; first season is for Burst and the second season I think is for Estival Versus..?), I think Katsuragi is the most likely to use Frantic Mode out of any of the shinobi in either the Hanzo or Hebijo academies, as the Hanzo academy students are wary of the downsides of Frantic Mode and I don't think that knowledge was exactly taught to the Hebijo students.

Katsuragi in-character would sense that Cassie isn't evil, but I'm pretty sure Shao Kahn would not approve of either side backing down. And trust me, Shao Kahn is a whole 'nother ball game: https://vsbattles.fandom.com/wiki/Shao_Kahn_(Second_Timeline)

And yes, I brought up Shao Kahn because, you know, he organizes those damn tournaments.

Cassie's Instinctive Action isn't readily explained in the profile. Again, someone knowledgeable in the Mortal Kombat universe will have to fill me in on that. That being said...

Frantic Mode doesn't exactly have a multiplier, but I recall that in Katsuragi's case, it lets her keep pace with Hikage the first time. I think what's more critical is it would leave Katsuragi more vulnerable due to the verse's logic. Not sure how much it would affect Katsuragi, though, since shame is a concept that is mostly alien to Katsuragi unlike with most of everyone else where shame is a constant. I say most of everyone else because just like Konosuba's Darkness, Ryona gets herself off on basically anything.

Katsuragi largely focuses on close-combat thanks to her constant want to grope boobs and her use of boots as a weapon, but she is able to make use of wind attacks, so there's a plus.

I'll hold off on voting for this. Cassie's profile is clearly missing something that I feel would turn things more in Cassie's favor.
 
If Cassie's profile is lacking it might be better to switch her for Johnny or Sonya.

I don't really care about Cassie. Wouldn't be the first time she's fought a ninja I guess but Kuai Liang was holding back and STILL beat the entire team into the snow back to back.

And let's not bring up the headache that is Shinnok skill scaling and how it affects Cassie... because it doesn't make sense because Shinnok dogwalks people in skill frequently but loses to people like Johnny and Cassie who are NOT top dogs. Guess you could say it's a skill Amp too but then that's out of my perview of telling people how Shao Kahn beats people to death with a hammer.

Katsuragi (along with practically every other shinobi in the game) fights small armies of ninjas just through regular gameplay. Comparing this alone (which is a skill feat first-years can do, never mind third-years) to Cassie would make it apparent how much Cassie falters in this department.

Granted, fighting against a fallen Elder God of all things would be an immediate plus for literally anyone in the series, but I think that only complicates things more just by the wording of this response.

I think I'll go with Katsuragi just because I can safely compare her to Kuai Liang, therefore I can see her winning against Cassie.

Is there any statstomps at play with the small Armies? I assume not.

If so... skillstomp. MK is skilled, but not BS skilled.

I personally don't think there are any statstomps since these armies (all which are fodder ninjas) are generally unbothered by the un-transformed states of any of the playable shinobi, and it's only when the shinobi transform (I'll point out that Katsuragi's questionable outfit in her profile IS her transformed state, and that's obviously not going into Frantic Mode) that they start being fair competition. Should point out that the scaling in the Senran Kagura universe is based on their transformed states.

Going into Frantic Mode would make Katsuragi more powerful AND more vulnerable at the same time, which is a whole nother level of BS I won't get into.
