Neither has a 7-C key though...
 
Sylar is High 7-C, and Carnage is Low.

As opposed to the + denoting whether or not they're halfway through the tier, High and Low denote entirely different tiers.

Idk their abilities though so you may just be able to use those, though Sylar would have a huge AP advantage.
 
Sylar's durability is tier 9 so it's prob fine
 
Are you using Pre-Shanti Sylar or Post-Shanti Sylar?

Assuming the former as Sylar doesn't have nukes in his second key.

Sylar could probably understand Carnage's powers by looking at him and decide to just nuke the field as his first move. If Carnage can survive that with regen Sylar's sad out of luck.
 
I mean SBA would place Carnage right at the edge of Sylar's nuke radius so probably not. He'd have to be right next to Sylar for it to bypass regen.
 
I can only think of two ways in which Sylar wins

A) Freezing Carnage solid, which would be extremely difficult give that Sylar has to either be like right next to Carnage to do that and Carnage's body being this fluid mass that could seperate itself from whatever he freezes, and also Carnage being able to one-shot him

B) Sylar nuking the field when Carnage is also right next to him, as that would likely reduce Carnage to ash/dust/possibly vapor given the AP difference.

Sylar seems intelligent enough to wait until Carnage is close to use his nuke and can info analyze carnage's abilities to look out for them, and also locate Carnage with his senses. I guess this really depends on Carnage's ranged game, although even then Sylar could hear + react to attacks as silent as a pin dropping from a mile away.

If Carnage typically goes for melee combat Sylar can take this IMO.
