So this is referring to the ability to trap characters in cards it is just listed as sealing however sometimes the cards don't exist beforehand so shouldn't it also be paper manipulation also would it be immersion.

No, just Sealing, we do not rate based in aesthetic, and if the character needs a card (or any other object) where to seal the target then its a limitation.
