Yes but Ginyu uses it when their opponent is off guard so it'd probably hit here, it isn't OOC either he primarily uses it if he's losing

Iirc the forever knights fell down after that. So it’s just incapacitate Ginyu. Also this Vilgax has dimensional shifting to basically dodge all of Ginyu’s attacks.

he does try but sometimes he'll just go for it, the scouter is really useful here since Ginyu will know he's stronger than him

Okay, so Ginyu uses Scouter, finds out that Vilgax is stronger than him, and then resorts to Soul Hax right away. According to the comments, Vilgax possibly opens with Fear Hax, which would be just another reason for Ginyu to resort to the technique.
