Ginyu scales below Goku (a sub rock level character ) so I don't see how vilgax doesn't just one shot

I guess I'll also vote for Ginyu. As soon as Ginyu realizes he's at a disadvantage or he reads Vilgax's power level, he'll switch bodies. Now, he probably won't be able to draw out much of Vilgax's power, but the same also applies for Vilgax, especially if Ginyu purposefully injures himself. So with that in mind, Ginyu would probably still be able to draw out enough power to defeat Vilgax.
