Can you use Speed Stats for one or more movement techniques?

This may sound complicated, but here are the details, a character has multiple forms of movements, one which includes teleportation, if you can differentiate between the rest from teleportation, can you use a movement technique to find speed stats for that person?

You gotta define what "multiple forms of movement is", i don't see how one movement having teleportation says anything about the other

Goku can fly, run, push himself with ki blasts, and teleport, one of them is instantaneous and the rest is just whatever speed he is scaled at

for Example Oryx from Destiny, has multiple forms of movement, such as teleporting from one point in space to another, and him moving from Mars to Saturn in a few seconds.

Then no, teleportation doesn't matter, it is a ability compared to their actual speed, you just get the speed they can physically move

The thing about the latter would be that they still physically register when they move from Mars to Saturn.
