Can you restrict a character's Standard Equipment if it gives them a different tier?

Goblin Slayer is 9-B and has the Gate Scroll, an item that is High 8-C, in his Standard Equipment. Can the Gate Scroll, therefore, be restricted during a versus match?

I saw a rule on our Versus Thread Rules page that says an ability of a character can be restricted if it grants them a seperate tier and that Optional Equipment can also be restricted. However, I'm unsure if Standard Equipment can be restricted in the case I mentioned above.
