Can someone explain this "Power of God" for Digimon?

Aside from being an special evolution from Hikari, the novel says:
Hikari held back her horror and sadness, and folded her hands together.
Please. If God exists, then please give us strength.
Hikari’s body suddenly glowed. It was the light of prayer.
“Huh? What…?”
Bathed in that light, Koromon looked up in surprise. He felt the power of evolution that had been depleted, returning.
“Taichi, evolve me!” He urged his partner.
Taichi nodded. “Can you do it? Then go for it!”
“Koromon, evolve! Agumon! Agumon, warp-evolve! WarGreymon!”
The evolution that he had given up on had been granted.
WarGreymon held out the Dramon Killer on his right hand like a medieval knight holding out his lance, and charged at Mugendramon.
“Uwoohhhhhhhhhh!”
WarGreymon cut Mugendramon’s body in two with a single stroke.
As it was revealed that Metal Garurumon defeated Pinocchimon only because Metal Garurumon used the "Power of Darkness" and without it, he couldn't even try to defeat one of the Dark Masters, then assuming that this special evolution granted by Hikari works as an power-up for War Greymon in order to defeat Mugendramon, without creating scaling inconsistencies.
Although our Adventure scaling might change in the future, and this could be changed to something else. But that will take time since for the higher tiers, I'll first need to finish my metaphysics blog.

Can they use them at anytime? Like Matt using it for Pinocchimon that one time, he can use it on Piedmon.

Matt would only be able to channel The Power of Darkness when in like a rage or intense sadness or basically any negative emotion on an intense level. Same for WarGreymon (as he actually had the Power of Darkness when fighting MetalSeadramon)
