Lightsabers are said to be condensed plasma. So if someone has high resistance to plasma or high heat resistance, can they tank a blow from a lightsaber?

Can lightsabers cut through anything?

No, lightsabers can't cut trhough anything, as Anakin's lightsaber couldn't cut through the scales of the Zillo Beast.

What about human torch since he's made up of plasma?

Well, he still has baseline durability, and we see that lightsabers have physical matter as the Father physically moves it, among a multitiude of other scenes, so it's likely that Johnny would just be immune to its heat output, but not being hit by the actual blade.

So a person would need high heat resistance and decent durability?

To be immune to all of its effects, yes. They could have one or the other, but they need both for a lightsaber to do no damage.
