Kenjaku should win this.

As with most Hakari matches, its a stomp while he's in base but Kenjaku is also known to toy with his foes, so I do think Hakari will have enough time to open his domain. Ignoring the potential of a domain clash, Hakari would be able to get Jackpot and would beat out Kenjaku in stats. The interesting thing here is that Kenjaku likely doesn't have the AP in a single hit to be able to behead JP Hakari, so he would most likely withstand the first 4:11 of the fight and then win when Hakari starts rolling again.

Even when he's in jackpot, Hakari is still susceptible to things like Antigravity System Reversal, curses that have special effects like the catfish or Ganesha, and Kenjaku's profile seems to list him as having the prison realm. With all these tricks and the fact that he can keep up with JP Hakari (even if he's on the back foot the whole time) I reckon he'd be able to pull something off.
