Can Dagoth Ur defeat 2-A characters?

When I've seen his profile and realized he has True-Godly and great hax, can he match 2-A (or even higher) guys? Like Lavos, or others. I'm not into Tier 2 so just asking.

Probably, take by example Jotaro Kujo (Eyes of Heaven) he is 2-A and gets completely Obliterated by Dagoth Ur, i don't really know if it matches, because Jotaro has a 2-A hability more than being a 2-A character, but he probably can match some weak 2-A characters as well.

No, Probably not, Madoka (For example) has ways to come around Dagoth's Hax. I am not sure about Sonic tho, archie's universe is so confusing tbh, i would say he wins if speed is equalized.

Yes, Dagoth can fight 2-As. Hell, I'm not sure if there are more than a handful, if any 2-As that can actually put him down.

Don't know much about either of those personally, though I don't exactly recall them having the tools to deal with True-Godly regen.

No, even Mid should be enough to get by most absorbtion if not high end forms of low.
