But Kuzan can become ice so I'm not sure if he can turn to ice at those temperatures or lesser

Molecules in solid ice are still moving, just very slowly, while in AZ they are almost completely stopped to the point of relying purely on quantum fluctuations (might as well consider as stopped at this point). So yeah, AZ can "freeze" him.
