Can a High 1-B defeat a 1-A?

If the High 1-B has 1-A hax, yes, otherwise, no.

but then the High 1-B wouldn't really be a High 1-B since technically the High 1-B is a 1-A via hax

They are still High 1-B physically. Having 1-A hax doesn't take away your tier if you are physically weaker than 1-A.

Technically even a 10-B can defeat a 1-A if he has that kind of hax, so yes. Otherwise no, being more than countably infinite times greater than your opponent does not even compare to the difference there is between a 1-A and High 1-B as far as I know

Weekly is correct. No matter how many levels of infinity you stack on a High 1B... You are not reaching 1A without some hax on said level.
