Can a Complex multiversal - Outerversal character be haxless?

Self explanatory question. Can a character somehow scale to that tier if they have nothing, but a pure stats (preferably physical) or few bare minimum haxes that grant them that tier?

Yea. A verse can simply have 1-A normal humans for example.

Well not really, they’re still pretty haxed out. Something like SCPs narrative layers are a better fit they’re actually just normal human but in a higher layer.

Don’t think so for Low 1-A and above characters as they automatically get BDE, but I don’t think low 1-C and above automatically gives you HDE. Depends on whether you think BDE is hax or not, cuz if not then you can definitely have tier 1s without hax.

I mean, how can someone be 1-C and don't have HDE? That character just needs a weapon/ability to harm 1-C structure/character?
