This is Dream Devourer Lavos, and it probably doesn't matter if it's Low 2-C or 2-A, but I'm just going to say Low 2-C regardless. Same for Chara as AP probably doesn't matter here, but let's just make her 2-C to keep the tiers as close as possible, especially because DD constantly grows stronger.
