If speed is not equalized, Inconclusive since Cagney won't be able to hit Flowey.
If it is, Cagney touch Flowey and he is dead.

They lost it to the Devil, and even then they managed to flee before he could take them. Flowey used the souls of already dead humans and there is no indication he could take it from a living being. Flowey's saving and loading still does not allow him to defeat some enemies because he simply lacks the sheer power to do it, like Toriel, Asgore and Sans. Cagney has a good chance of being in that category.TheNeolancer said:

Yeah, might wanna specify Base Flowey for this fight, since Omega Flowey would just stomp Cagney.

Flowey has supposedly killed everyone. While this obviously doesn't include Asgore and anyone above him, I'm sure this would apply to some pf the stronger monsters. Note that he has gotten into fights with Sans and lost. And he only fights once you kill every monster in game.
