Because people have it stuck in their head that new form=more powerful

Kid Buu is indeed the most dangerous. But that's only because he lacks the intelligence and control over himself that Buuhan had not because of power.


You don't see Buuhan going crazy and destroying multiple planets like Kid Buu did for example.
