Technically, Buu opens up different dimensions by shouting. This technique is known as Vice Shout.
The Vice Shout functions by collapsing dimension walls and creating a rift in the universe. The Supreme Kai states that if not kept in check, Buu would destroy the entire universe in a matter of seconds.
Sorry, but Solar System Level seems way too low. I'm not going to say that Buuhan is Universe Level, but at least Galactic by my standards.
I would add a picture or video of the Supreme Kai saying the line above, but I couldn't find one. The
