I dont see why Bug is considered 9-A, despite being made of data. The Player had to straight-up enter the virtual reality game, causing him to convert into data, which the Bug is.

As such, he has to be downgraded to 10-C for being a data being, and not existing in the 3-D world, but the 2-D data world.

Also, I think he should get in upgrade in range to Universal via changing the universe's look, albeit non-AP applicable. Just for a minor add-on.

And, Power Bestowal, as upon defeat, the Bug turned the Player into true data.

he affected the real world and he clearly exists in it too.


in the second to last panel you can see its silhouette, possibly meaning that it was there while the chaos was happening and it just hid inside of the game
 
It should be noted that the bug was most likely born in the game that the Creator was making, and thus, originated as a 10-C being. Its possible that he may have a 9-A key via him in the "Real World", but regardless, the Player has fought him in the virtual world, and would therefore become 10-C upon entering it. If you really need to have me copy paste on what I said on the PG3D downgrades...

"The Bug is rather 10-C due to being made of data, and has resistance to Existance Erasure for being unable to be deleted from the outside, and can only be killed from the inside. It altering the world as a data being seems to be pretty much like SCP-3143, basically altering 3-D stuff while on a lower plane."
 
The 10-C rating for the bug would pretty much be like Rumble McSkirmish, just 10-C within the Virtual World and likely 9-A in the real world.
 
I would propose this then:

Tier: 10-C | Possibly 9-A

Attack Potency:
Below Average Human level (Is a being born from and made of data) | Possibly Small Building level (Should most likely be comparable to other monsters fought by the Player)

Key: In the Virtual World | Real World
