The actual tornado is at most a few miles wide with the wind being relevant a mile or so around it. Starting distance by SBA is 4km so sans has more than enough range to escape or use telekinesis to escape the wind

That's a big cap, especially when dragon ball has always been the mid punching bag for smurfs and dragonball nerds will pour in 10 pages worth of energy to fight the funny skeleton man but can't ask for a mental, physical, and spiritual layers for KI without getting utterly dog leashed around by staff.
