why is the first key for bondye high 1-a. if its 1/3 of a tier 0, shouldn't it be tier 0 as well
 
You essentially answered your own question similar to how two Low 2-C characters can accomplish a 2-C feat together and are thus "half 2-C" but are still individually Low 2-C since they're not 2-C normally with their OWN power.

Bondeye is one third tier 0 but can't accomplish the tier 0 feat/scaling on its own and thus is High 1-A (If I'm understanding correctly).

Tl;dr Higher Infinite's and maths go weird.
 
but the thing is the level of transcends are the same. so the first key is 2 layers into tier 0 despite it being high 1-a
