I did the edits, i may have forgotten someone but i'm currently studying so i won't bother (sorry).
The mach 29 value came from Narutoforums, someone calced Byakuya to be mach 14.5 (or Byakuya's shikai or bankai) and then the result was doubled since it was said that he could make the blades of his zanpakuto 2 times faster if he used his hands to control them.
Lieutenants aren't nowhere near Captains (at least pre time skip) and they don't have any notable speed feats themselves so i'm unsure about their ratings.
