With its time travel, would the Bus be able to circumvent Blast teleporting it to another dimension and trapping it there? If not, it doesn't seem like there's any other way it potentially could.

Blast sees that it's a bus and teleports it to where it doesn't bother, he doesn't have time for that nonsense
Is that a vote for Blast?

Also does he open with portals or does he do the superhero thing where they always start off with melee despite having batter options?

Well as a note, the School Bus withstood a supernova from a distance away. Blast would be scaling to a supernova's full power and his attacks would be more focused in energy.

The the magic school bus may be put down in only a couple attacks. Assuming he just doesn't BFR it to another dimension.

Do we assume that other dimension would have a different space time continuum, and therefore rewinding time on it would not allow it to return from BFR?

4 for BLAST

Also just realized Blast and Popeye are both High 4-C. Could actually have a thing there- Shoulda done that

Not sure. Blast's dimensional BFR is super vague. He just yeets you to another dimension that we know nothing about.

That isnt enough to prove its an in character first move then.

You cant exactly go “oh he’s only actually done this once as a first move due to the fact Garou was passively killing all the people nearby but he’ll still do it off the bat here”

Thats too assumption based and doesnt form a consistent narrative.
