Black Widow scales above Kim in AP due to her scaling to Ant Man and Widow’s Bite can incapacitate her as easily as Kim’s fragrance manipulation can.

Yes, but SBA places the characters at the peak of their key, so Kim has Battle Suit here, and will therefore still have superior reactions.

The Battle Suit doesn’t give her superior reactions, just better speed, but not by a lot. She just downscales by a little since she can still keep up with her Battle Suit and Shego who fought her in the Battle Suit. Nothing about her reactions change.

For clarification, Black Widow’s reaction speed is Mach 1514, while Kim’s is Mach 1579, which is only a little bit higher.
