we need to have the 3-A forms in order to see who wins, Android 21 can use her ki sensing to sense who the real Goku black is out of all his clones, which can be created, both have Teleportation, which means Android could keep up with goku black, whatever the case, both also got telekinesis, but i dont think telekinesis is THAT much used for both, even IF Android 21 never have seen Goku Black's attacks before, she can still use Power Mimicry, which can help her learn Goku Black's techniques,
this seems like a close fight, but transmutation might help Android 21, since goku black cannot counter that, and he never fought against someone with transmutation since its black when he first appears, altho he never fought someone who used transmutation on him

Black didn't have the ability to create clones when he first appeared, he only got that ability during his rematch with Vegeta.

Yeah, her only advantages over Rose Black would be her Regenerationn and Chocolate Beam. Her only hope to defeat him in that state would be to catch him off guard with a Chocolate Beam at point blank range.
