Black Hole Cosmology in tiering

Yo. Just a quick question: How would we classify/evaluate characters that can deal with a black hole cosmology-type (?) universe (multiverse?), with the whole "universes within black holes that contain other universes" infinitely repeating?
 
There is a possibility that the black hole is only the gateway to these universes, not necessarily something cosmologically superior, as it is something that is currently being debated.
 
Yeah, but in the case of it just containing universes with other universes inside etc, instead of just gateways, what tier would it be? Just got curious after seeing a few things
 
well, IDK, the Eye of Harmony (a black hole) in Doctor Who is literally that, but aside from that it has a very crazy scaling that makes containing a universe or several uninteresting to give a comparison


My best estimate, if that universe is isolated from normal space-time? Low 2-C, otherwise 3-A
