That's not a great argument when Time Baby is fodder to Ultimecia and he isn't one with the space time continuum nor did he even use Time Manipulation when they fought.

Bill has never actually effected an omnipresent with time Manipulation, so she shrugs off his time Manipulation just fine.

And Bill himself isn't at the speed to shrug off time Manipulation either, so hers works just fine.

Bill has fought and stomped a being with superior time manipulation (as the Time baby can alter the timeline without causing time paradoxes) than an incomplete timeline who also lost to beings much weaker and never fought reality warpers. Only she is nowhere as cunning (as a matter of fact, her plans are so explicit it's almost hilarious how easily she gets duped)
