Bill Cipher vs White Guardian

Bill's not really near Tier 1 level, but I'll play along.
Bill's abilities are decidedly more diverse but the Guardian wouldn't fall to them. Bill would unleash a varied barrage that could trip up the Guardian at first but the Guardian's superior intelligence (Nigh-Omniscient) should give him an edge when it comes to tactics. He'd probably devise some sort of trick, likely targeting Bill's notably-sensitive eye that would give him an opening and a win. He should be able to think of something before Bill overwealms him.

Bill was Tier 1 when this thread was made, but he was heavily downgraded since then, White Guardian stomps now.
