Restricted Bill is Low 2-C, same tier as Trigon

Neither one has the power to put down the other and their powers are equally matched, both have powerful regen and reality warping capabilities with Trigon's regen being above Bill's, but Bill having possible higher dimensional manipulation. This is really difficult to choose but I'm going to say Bill with very high difficulty, xue to his resistance to reality warping and space time manipulation and him having likely higher experience due to being at least a trillion years old as compared to Trigon's at least thousands.
