Does it even matter? Zamasu doesn't have much hax where as Bill has tons and has Godly Regen.

Yes it does matter because if it's Zamasu's Will then it changes the battle. If you remember' in DBS, they needed Zen-Oh to destroy Zamasu. As we saw in the anime, his will was bleeding into other realities and times and becoming one with the world (as in everything). He's also incorporeal. So yeah, it does matter.

I'm well aware of that but the only real thing Zamasu has going for him is being Noncorporeal. Meanwhile Bill has intangibilty, matter manipulation, precog, mind control, time manipulation,reality warping and Low / mid godly regen. See my point?

Zamasu has nothing here. He's outclassed in just about every respect, most notably in terms of versatility. Furthermore, non-corporeality means squat against someone with reality-warping powers, especially ones on his opponent's level.

Did you look at the Zeno vs Bill thread? It was a stomp in Zeno's favor because Zeno was actually 4D and Bill is 3D with a lot of 4D power
