No he can't fingure out exactly Atago strength, according Nomi profile, he know a person strength through their body fat and scar. Atago on the other hand look like a supermodel woman with healthy skin, a very normal appearance for a woman with no muscle or fat, her supernatural strength come from her rigging. Unless he can tell a woman strength based on her breast size and thigh thickness

Anyway, i'm voting Atago via her danmaku and higher AP advantage, Nomi can give her a trouble after reaching her via skill and his sumo style, but with his AP being baseline that would give him a hard time

And as James said, she can blow him alongside herself, and she's going to survive that while Nomi got fatally wounded by a point blank shot
