Hakuhei would definitely scale to Hoo and Emon, via many repeated statements that his full power is stronger than them. I had planned to scale others due to them fighting Shichika after he beat Nanami. Whether their AP is higher is irrelevant to their chances of beating her because she passively copies physical stats. They have a 0% chance against her because of her abilities

I agree on all abilities, don't know what to do regarding Komori, I agree on Ento ju being higher tier than Emon, and I am utterly unsure of how to handle Pengin
