Upon re-examining the clips, Gwen's "Binding Spell" is not power nullification.

It literally says:

We should not release him! Addwaitya is dangerous. At least place a binding spell on him so he cannot use his powers.

Even in Script, says it make Addwaitya can't use his powers

I do not consider that to be a usable reason for those scenes. Such "dis/advantage" was not noted or made apparent in the episodes in question.

It doesn't need to be literal, it's not said in show or explanation that Gwen is stronger when she in a forest than when she in her city, and UES says that he doesn't need to see clearly that a person is very weak when he loses/reduces his powers

If the power source or universal energy system should be removed from a user by some means that should result in a notable loss in physical strength or alternatively even in physical harm or death. That doesn't necessarily mean that they should be reduced to the level of regular humans, though.

Even we can literally see her mana can harm Galapagus in city but can't harm him in a place full of technology [who even reducing Mana powers]
