I thought Beerus was a jackal, as he was based off of Anubis, the Egyptian god of the afterlife. And jackals are more related to dogs than cats.
So honestly, I think Godcat would be unable to take away Beerus' limbs if all we've seen her do it to is cats. And Beerus can still utilize Hakai, so I vote Beerus.
