Battle questions

Here are some questions to some of my ideas that came into my mind:

1. If I wanted to make a battle between two civilizations but one has stronger technology (bringing them to 7-B level) but the other one is weaker but has magic (being 7-C level), can I still do it? If not, should I give the weaker one prep time or it wouldn't work either?
2. If I wanted to do a 1vs1 between M3GAN and Freddy, should I use for Freddy his original form or his toy counterpart? For M3GAN, should I use her base form or M3GAN 2.0?
3. Can I do something like 1 guy vs a whole civilization if they are on the same tier?

1) I mean, it depends a lot on the two civilizations. Assuming they're similar to humanity, 7-C attacks would still cause great harm to the 7-B one, so it may not be a stomp.
2) I know very little about those two, so I'm not gonna try to answer that.
3) This also depends a lot on the characters involved. Some civilizations may stomp a character on the same tier with a single attack while others may be stomped by a character on a lower tier. But overall, I'd say yes.

Well, for this since it is The Underground vs The Human Race, it seems fair due to humans having the technological advantage and the monsters having the magical advantage. Btw, can I limit/reduce the number of people in a civilization? Because lets say that 7.7 billion humans vs some thousands seems pretty unfair.

Seeing that The Player has the equipment advantage and Humans having the number advantage, it could be an interesting matchup.
