He is phisicaly 3D, but his 4D scale comes from destroying reality by breaking its rules. Most of his hax ks countered by things like non-corporeal.

Bill via simply put better hax. AP wise and Dura wise they are similar, so it really comes down to hax with Bill decimating Chase
