I forget does SBA equalize speed now? If not then Scourge blitzes.

Scourge definitely has the skill advantage, but that's mainly due to Surge's brash nature (though it helps he can handle both Sonic and Shadow at once with some difficulty). Never thought I'd say it but Scourge is probably the more rational of the two, especially with Surge's comparative inexperience.

Surge does have some things in this fight to top the scales, though. Her electrokinetic powers would likely provide her an opening should she land an attack, while her Regeneration prevents her from taking any fatal injuries physically (decapitation aside).
