Joe is now Subsonic and is 7.97800399251 times faster. (Also 6.12468900721 times faster than Dexter which is disappointing not gonna lie)
 
Will has the physical advantage here through more skill and likely scaling higher, as Hannibal was thrown into some kind of a cabinet, and a door of it shattered (his first fight with Jack), Hannibal has also easily broke probably 1 m by 1 m glasses in his second fight with Jack. Will outskills him by his training (though Joe's H2H skill is underrated).
The ketamine would be a problem for Will but I think with his superior skill and LS he can disarm Joe.
I'm gonna go with Will here.
