Bakugo is a lot more skilled, but Jeffrey does have pretty much danmaku with his bombs, so I'm not entirely sure

Bakugo is probably acrobatic enough to evade the bombs and he can resist high heats, so he could probably power through the bombs if needed

I'll probably go with Bakugo for his acrobatic skill and better combat skill, though it will be with high difficulty
