yeah does Devilman have anything against Beiloune thinking that he should be weak and then being pretty weak? Classification is just "You are as I say you are".

Ok. So I think Beiloune just classifies Devilman into a powerless fool. Devilman's resistances don't seem to cover "Classification" hax and Beiloune has resistance to some of Devilman's hax like mind and soul manipulation.
Plus Beiloune is an "Overshadowed" so Devilman not only would be incapable of seeing or interacting with Beiloune, he wouldn't even notice his existence!. Also, Devilman's Non-Physical Interaction doesn't seem good enough to allow him to touch Beiloune since even beings who can effect the mind and soul can't touch overshadowed beings.
Devilman would need to be capable of effecting beings who are outside of normal reality as a whole.
