Honestly, unless Ruphas has some way to strike first like pre-cog, Kang wins this.

Like @Pedonar said above, he has hax that she does not resist, and her regen in her 5-B key really does not cut it here.
 
Ruphas with her setting can see whatever speed her opponents has equal to 1, if they started with equal speed, with 1 move she'd be instantly faster than her opponent.
I cant see any ability that is passively affect speed there’s only that says countless hand-like-tentacles made out of incorporeal darkness which once the target is caught by them, they are stunned and are affected with a speed decreasing debuff

if it hits the target then it will decrease to unknown amount , if its something related with her plot manipulation then she doesn’t have it till her goddess key
 
That Low 2-C sword with infinite speed already means that Ruphas wins as KHS does not have HGR.
you mean Alnasl not Lifthrasir

and Lifthrasir doesn’t increase her durability to low 2-C, so she is still 5-B

at least thats what the scan shows
