Transmutation is with a finger snap, madness manipulation are slow moving bubbles that induce insanity into whoever it touches.

DIO just needs to think.
 
Does his transmutation kill? Because if it doesn't, DIO will get serious because this guy is making fun of him, and thinks/time stops him out of existence.

He did it to turn people into banners. They don't die but they lose consciousness.

Because this happens with JoJo's and my favorites too f**kin' often, that's why, and it's grown on me that I hate JoJo's for that reason.

It'll be very drastic.
 
They both gloat for about ten days and then Bill does anything that's remotely threatening and DIO stops time and overwrights.

On a side note the evidence for him resisting doesn't seem to imply him actually transcending time unlike what the profile says.
