Both characters are severely downplayed tho. One's like 9-A+ or straight up 8-C and the other is potentially up to 8-A.

Since this is stomp, does Winter Soldier, Black Panther get affected by the upgrade or not since they have their own feats?.

Black Panther does, though Winter Soldier I'm not sure gets full-scaling from Steve's speed. Marvel Speed needs a couple more revisions. If I can get the Daredevil MHS - MHS+ feats, it should be easier to scale.

@Matthew Schroeder Winter Soldier has stalemated Captain America, Wolverine and Iron Man. He deserves to be 8-A.

Captain America, if we're taking in all the times that he's fought evenly with Wolverine and Deadpool he stomps. But even without that, there no way Batman should be able to bypass his defense.

Weren't Batman and Cap portrayed as equals in some DC-Marvel crossover? I'm not sure if that was canon though.
