Dio stomps. Bane can't do anything about his regen and Dio can just turn him into a mindless vampire or use durability negating freeze hax and pull a Dire on him.

Dio, no contest. Bane can't overcome Dio's regenerative abilities, and with his freezing touch, it'd just be Dire all over again.

What these guys said. Bane's got nothing I'm seeing that would allow him to permanently kill Dio. Meanwhile Dio's got enough options for him to take Bane out, by which he would just pull a Dire and go on about his business.
