Yes the manga also the says the samething. The space-time distortions causes both worlds to connect and merge into one creating the original universe. These distortions happend because the qunicy casued a imbalance in souls.

Furthermore kisuke says it acting like a wedged and disrupting the dangai/border. Tbh this is pretty much the samething that happened in MoN the dimensions are being draw together and causing the dangai to break which is the wall between them

Though if we consider Ulqiorra was not even then yeah he didn't go to hell.
