We should wait until the end of Cour 4. It seems the anime is going in a direction where Yhwach will go down to Soul Society because of Mimihagi. Not just because he felt like it like in the manga.

Yhwach's fate manipulation > ichibei's fate manipulation (since he can define events as well, ichibei should have fate manipulation)> senjumaru's fate manipulation.

It's obviously layered.
