She's pretty capable in H2H, is likely smarter, and wouldn't Bakugou's explosive sweat be a detriment here?

No. His sweat would not be detremental here. Their H2H is equal and Bakugo is just as smart if not smarter. Bakugo's sweat is one of his greatest strengths here. You see The more azula uses her fire the more bakugo sweats. and the more he sweats, the more powerful his gauntlets become. So an 8-C explosion from bakugo at his normal sweat rate would be boosted via the seven or eight times sweat boost, making his explosions high 8-C or low 8-B. And in terms of duribility bakugo can take hits from midoriya and All-Might.

Read his profile, there's no High 8-C or 8-B.
Azula wins via far higher AP/Dura (High 8-C), better CQC, and range.
Though I don't know why Bakugou's sweat would be a problem.

Oof. Poor Kacchan.
The sweat thing is because the more he sweats, the stronger his explosions become since they produce more nitroglycerine, any excess that he doesn't set off gets stored in his gauntlets for far stronger attacks. He can pull off these attacks without the gauntlet but they have insane recoil and strain his arms too much so he uses gear to bypass that.
