Backscaling from baseline

As the title says, what do we do when characters backscale from someone who is baseline?

Do we have a "below baseline" or we just go with a high end of the previous tier? (Like High 5-A+ instead of Low 4-C)
 
Not sure if consistently used, but i think they are assumed to be like 99% the baseline tier.

Downscaling from a mountain level would be scaling to 99 megatons or city+ and so
 
We usually use At most or lowball it to the previous tier somewhere along the line. But I think At most makes the most sense.
 
i legit don't know any profile with "at most" other than Simon
