Backscaling from baseline

As the title says, what do we do when characters backscale from someone who is baseline?

Do we have a "below baseline" or we just go with a high end of the previous tier? (Like High 5-A+ instead of Low 4-C)

Seen those who upscale from high end of a tier go to the next tier, why not, Soul Calibur also does this iirc already by downscaling

Not sure if consistently used, but i think they are assumed to be like 99% the baseline tier.

Downscaling from a mountain level would be scaling to 99 megatons or city+ and so

I think in this case we use the "At most".

At most is so rare to see

We usually use At most or lowball it to the previous tier somewhere along the line. But I think At most makes the most sense.
